New York City Metropolitan Area Frequency Coordinating Committee

Coordination Procedure

Stations operating in the 25.85 - 26.48, 161.625 - 161.775, 450 - 451, 455 - 456, 944 - 952, 1990 - 2110, 2450 - 2500, 6875 - 7125 and 12700 - 13250 MHz bands are coordinated by the local frequency coordinating committee. The 6425 - 6525 MHz band is coordinated on an ad-hoc basis by members of the committee. Other bands above 1 GHz for which part 74 and 78 users are eligible are coordinated under part 101.

Coordination of new stations is accomplished through licensee-to-licensee contact. The party proposing a new or modified station is responsible for doing the engineering and for making contact with co-channel and adjacent channel licensees. Any suggestions as to possible channels or types of service are ONLY SUGGESTIONS. The committee and its members, as volunteer coordinators, are not empowered to assign frequencies.

When selecting a frequency, it is vital to use an up-to-date list of existing users. The lists are available from:

Fixed stations above 1 GHz:
John Neuhaus
WWOR-TV
9 Broadcast Plaza
Secaucus, NJ 07096
Telephone: 201-330-2159 FAX: 201-330-2462
e-mail: neuhaus@wwortv.net

All stations below 1 GHz:

Walter Sidas
CBS, Inc.
524 West 57 St.
New York, NY 10019
Telephone: 212-975-1723 FAX: 212-975-2657
e-mail: wsidas@cbs.com
All licensees of existing co-channel and adjacent channel stations should be notified of the proposed new or modified station. Any objections that result from a notice should be resolved prior to operation. Also, the frequency coordinator should be advised so the proposed station can be added to the list of users.

Licensees proposing operation of TV pickup (E.N.G.) stations on the 1990 - 2110, 2450 - 2500, or 6875 - 7125 MHz bands should contact the coordinator for the desired channel. They are specified on the "NYMAFCC Panic List for Mobile ENG Frequencies," which is available at the microwave control point of any regular user of these bands. Pickup stations must not cause interference to fixed links.

The "Panic List for Mobile ENG Frequencies" is maintained by:

2450-2483.5 (2500) shared (co-equal) among Parts 74, 90 and 101 - all secondary to ISM (public safety is not secondary to 74)

6425-6525 shared (co-equal) among Parts 74, 78 and 101

Coordination for both bands is ad-hoc and cooperative - there is no official coordination entity.

Hope this helps.

90.423 (the land mobile rules) limits airborne operations to 10W and 1 mile above ground and secondary to land based systems. So, air vs air would be co-equal, and Part 90 only covers 2450, not 6.5.

Part 101 has no airborne restrictions for mobile operations.

Part 90 and 101 is where Public Safety falls.

Part 78 is Cable TV and can use 6.5 for mobile operations

Disclaimer of Responsibility

The accompanying database excerpts have been assembled by volunteers in an effort to facilitate licensee-to-licensee contact and amicable sharing of scarce auxiliary radio spectrum among F.C.C. licensees. Much of the information for the database has been gathered by volunteers under the auspices of the New York City Metropolitan Area Frequency Coordinating Committee and/or the Society of Broadcast Engineers, Inc.

The database information is to be used for reference purposes only, and does not in any manner indicate that the frequency coordinator has assigned any particular frequency to any particular user. Nor can any coordinator bear any responsibility for the accuracy of the database. The database is maintained to the best of the ability of the coordinator, but is dependent for its accuracy on the voluntary participation of all users of the broadcast auxiliary spectrum in the region. Users may include non-broadcast entities and participation is often incomplete.

Reliance on this database information is the sole responsibility of the person or persons requesting the information. No representation is made or implied that operation on a given frequency will be in compliance with the F.C.C. Rules or that interference will be avoided. The New York City Metropolitan Area Frequency Coordinating Committee, its members and officers, their employers and/or the Society of Broadcast Engineers, Inc. do not assume any responsibility for the use of the database information.
