The FAA is also concerned with these and other stations that are unlicensed and produce products nearby; they have beacons for JFK throughout Brooklyn, for example, which could be taking hits.

It may be difficult to shut down these stations, but it is the job of the FCC…
Queens and Brooklyn have their own pirates…

I went back to check again, and also found stations at
102.3 - Spanish
102.5 -  Caribbean
102.9 - Spanish

I have read previous discussions where it is clear that it is very difficult to shut down these stations when they are located, so I suggest making it an offence to purchase air time, commercials or sponsorships on these stations.  This will allow you to go after the station by shutting down the source of their income.  Maybe some obscure law where the advertizers can be charged with aiding and abetting a criminal act could be applied.
