It appears that the City of North Tonawanda in Niagara County has issued an EAN-encoded message via the NY State CAP server regarding a Red Cross shelter being open. Did anyone else get this?

ISSUED A NATIONAL EMERGENCY ACTION NOTIFICATION FOR : Niagara, NY; AT
10:07 AM ON JUL 20, 2013 EFFECTIVE UNTIL 10:07 PM. MESSAGE FROM NYALERT.
The Red Cross shelter will be activated at 10 AM at the North Tonawanda
High School Alumni Center, 4-0-5 Meadow Drive. Residents from Walck Rd
to the north city limits between Rvier Rd and Erie Ave or from Robinson
Street to Sweeney Street between Twin Cities
Highway and Oliver Street are most affected by this weather event.
This is by authority of the City of North Tonawanda Mayors Office,
Emergency Management and Police Departments. Any citizens in need of
shelter can report to the Alumni Center. Any emergencies call 9-1-1
A state CAP server should not have the ability to issue an EAN. That is supposed to be restricted to FEMA only. Fortunately I only received this on a 300-watt LPTV.
