It's been like this since the summer if I recall correctly (NOAA NYC tx off the air because of this issue).

Thanks for forwarding the information statement dated Dec. 15 from the NOAA web site. We logged a RWT from KOKX on the following Wednesdays since the date of that notice:

  Wed Dec 18 11:04:25 2013 EST
  Wed Dec 25 11:08:11 2013 EST
  Wed Jan  1 11:10:21 2014 EST
  Wed Jan  8 11:19:34 2014 EST
  Wed Jan 15 11:11:03 2014 EST

  Wed Jan 29 11:06:51 2014 EST

I guess they have been turning on the transmitter to send the required weekly test except on Wed, Jan. 22.
