Why did New Jersey EAS RMT in April occur during daytime?

The EAS decoder at WWOR received a Required Monthly Test this morning at 10:08 (see below). The Rules say "Tests in even numbered months shall occur between local sunset and 8:30 a.m." Does anyone know why it came during the daytime today?
