Our DASDEC decoded another test for New Jersey today and it had the message about the expired CA certificate.

258:	RWT	REQUIRED WEEKLY TEST		'CAP1'(IPAWSCAP)	ORG=CIV 
		'Thu Jul 17 14:43:00 2014 EDT' to 'Thu Jul 17 15:43:00 2014 EDT' 
	Decoded : 'Thu Jul 17 14:47:32 2014 EDT' 
		 New Jersey(034000)	
Event Log:VERIFIED Digital Signature (NOTE:expired CA certificate.. update CAP decoder CA file!);

I contacted Jon Rue at DASDEC and he also said that the problem is on the originator's side.

[snip] ... you have the correct CA files on your DASDEC.  The problem is definitely on the originators side.  I confirmed that one of my test boxes got the alert on the 15th and logged the same thing.   You can set the DASDEC up so it will reject alerts that don’t have the correct signature verification if you want.  You just have to check the box shown below.

I reached out to Harold at Sage.  Here’s what he said:

 

I'm talking to FEMA about it.  The ENDEC rejects any message received via IPAWS that doesn't have a valid signature, and an expired cert in the chain is one of the things we look for.

The fix all depends on which cert in the chain is bad.
