Very intersting reading!  I'm sure others have more complete (and perhaps more accurate) info, but let me put in my two cents.  Has anyone contacted Larry Mussman recently?
 
I think that WABC is the only station still occupying the same site as when this report was written.  I recall that roof of the transmitter building was was reinforced later with a significant amount of concrete, but I have no idea when that was done.  More recently, the base of the tower also had a wall built around it to keep the locals from using the base insulator for target practice.  It was next door to the Bada Bing club, after all. ;)
 
I also recall being told that the shorter tower mentioned in the WABC description was used as for the Conelrad system, but no reference to it is made in the WABC report. 
 
The standby generator was probably sized only for Conelrad operation, and that was WAY before FEMA got into the act.  Also, with the diverse power delivery feeds to the transmitter site, I don't think the power "went out" all that much in those days.  Except, of course for the blackouts in 1965 and 2003.  (I don't think the 1977 blackout affected the Lodi transmitter, but I'd have to ask my fellow NABET engineers on picket duty that night at the site if that was so.)
 
Thankfully, the sort of attacks contemplated in this report never materialized.  We got other types instead...

A friend just forwarded me this link - it's quite interesting - and what's really interesting is that most NYC AM stations at that time did not have the generator capacity to run 50KW.
