To follow up on my email from Saturday, below is the letter that will allow you to access fuel from the Department of Homeland Security. In addition to the fuel depots at Floyd Bennett Field (NY) and in New Jersey, I have been advised by the Richard Lee, Associate Chief of the FCC Public Safety and Homeland Security Bureau, that each of the following NY Armory locations has gas and diesel (while supplies last).

If you have any problems, show the guard this letter. If you still have problems have them call the DHS NCC Communications Center at (703) 235-5285. Homeland Security and the FCC have agreed that broadcasters are an essential part of the infrastructure, allowing our vehicles to access fuel at these locations.

1. The Sandy Fuel Access Letter promulgated yesterday indicated that “FEMA has approved 100% reimbursement for emergency transportation and emergency power restoration for a period of 10 days…”. This is exclusively for fuel obtained at the FEMA sponsored fuel sites (currently Floyd Bennett Field (NY), NJ Air National Guard Armory, West Orange Armory (NJ), and Freehold Armory (NJ)). This does not include gas purchased at other commercial/local fuel stations. Fuel purchased at these locations will at your own expense, not reimbursed by FEMA.
2. Please have your personnel use discretion if attempting to use the letter to jump in front of the line at local fuel sites. There have been increasing reports in the media of unrest developing in lines at gas stations, and the need for local law enforcement involvement to prevent violence from breaking out. Your personnel put themselves at risk of being a victim of a violent act, or putting the company at risk of generating bad feelings in the local communities by doing so. The letter was primarily meant to facilitate the access of fuel at the FEMA sponsored sites, and it is strongly recommended your personnel use these sites if at all possible.
3. The NCC Watch intends to regularly contact the FEMA sponsored sites to check on fuel status at those sites and provide you with updates. The most recent check at 2330 EDT indicates the following;
· Floyd Bennett Field (NY) – have left message, waiting on reply.
· NJ Air National Guard Armory – FEMA moved the fuel trucks to Egg harbor township 02 Nov. No POC available.
· West Orange Armory (NJ) – will run out of unleaded and diesel by within the next two hours (0130 EDT); refueling will take place tonight.
· Freehold Armory (NJ) – They are going to refuel tonight and they will have plenty of supply for the Freehold location and also the West Orange facility.
· Hudson County OEM (NJ) – Approximately 1,000 gallons each of unleaded and diesel.
