Let me clarify.  Apparently, NJ’s EMnet relays their information through the IPAWS server, resulting in the following:

 

Matched filter RMT, Received from CAP. Timed Relay. Alert received 01/15/13 10:53:10.
The Civil Authorities have issued a Required Monthly Test for all of New Jersey beginning at 10:51 am Tue Jan 15 and ending at 11:51 am Tue Jan 15 (fromcap).

CAP Reference ID: EMnet-NJ.000,NJ.000_240_2013-01-15T10:51:31-05:00,2013-01-15T10:51:31-05:00

CAP Text: The New Jersey Office of Emergency Management is conducting a test of the Emergency Alert System. Had this been an actual emergency, the attention signal you just heard would have been followed by official information or instructions. This concludes this test of the Emergency alert system.

 

Interestingly enough, I almost always get this BEFORE the over-the-air radio RMT.  So this is what goes out since the second message is considered a duplicate.

For those of you are wondering, yes NJ ran a RMT today.  No, 94.7 (WFME, WRXP, WPLJ or whatever they are calling themselves) did not relay it.  Good thing the NJ CAP server works J
