I receive complaints all the time from Brooklyn about illegal stations operating and interfering with 90.7FM.

There are a bunch more I receive while driving through the Bronx on the Bronx River Parkway, all throughout the dial.

It's interesting you report 94.1FM.  Driving north on the Bronx River Parkway from the Bronx Zoo all the way to Yonkers, WNYC 93.9 gets trounced by a pirate on 94.1FM that I thought I tracked down to Mount Vernon.  I used the form on the FCC website that was shared here to report it -- twice.  I also notified WNYC.  They are still at it.

Both of these stations have clean high quality signals that are not distorted, and have very even coverage along the drive, so they obviously own decent equipment.

I went back to check again, and also found stations at
102.3 - Spanish
102.5 -  Caribbean
102.9 - Spanish

I have read previous discussions where it is clear that it is very difficult to shut down these stations when they are located, so I suggest making it an offence to purchase air time, commercials or sponsorships on these stations.  This will allow you to go after the station by shutting down the source of their income.  Maybe some obscure law where the advertizers can be charged with aiding and abetting a criminal act could be applied.
