Latest NJ EAS Plan I have is from 6-7-2005.
For Neal's location in Bridgewater NJ, Somerset County, page 6 of the plan assigns WNJT-FM on 88.1 MHz or the local NJTV DTV signal.
Out here in Neptune, NJ the local is WRAT-FM while we also  monitor either of 2 NJTV signals using a DTV convertor for audio.

NJSECC website used to have this State plan online but that website has been down several years since Bob Schroeder retired from the State position he held. If anyone has a more current NJ EAS Plan please share or advise, but I think this is it for now.

BTW Yes I checked on my Trucks FM receiver, and WNSH can be heard but deep in the Noise.
  At first I thought it was my EAS receiver, I hear Every other station on the Dial.
  Not sure If is FCC Compliant, but I now monitor the Delaware valley LP1 on 106.9 with No Problem…  My main is the New Jersey Network LP-1. 
Any suggestions as to what  other FM I can Monitor in Middlesex County(Bridgewater) other than 94.7 and be compliant..
