Decode errors on NWS EAS alerts

The EAS decoders at WWOR and WNYW failed to "unambiguously" decode any messages from KOKX today. This was a typical log entry:
05:47:50 PM : Error info:
Error='Only one header decoded.'
Header.1='ZCZC-WXR-SVR-034025+0030-1172147-KOKX/NWS-'

Did anyone decode this message successfully?
